This decree shall not fail. God rules by issuing commands and decrees. He expects us to enforce His dominion and reign in life by issuing decrees as well. If you are a child of God you can also issue a decree and none of them will fail.
In Job 22:28, the bible says, “Thou shall also decree a thing and it shall be established unto thee and the light shall shine upon thy ways.

What is a decree?
A decree is an official command or a decision by a king or government. It is an official order, If you wake one morning, jumps at the front of ikotun round about bus stop in Lagos and says everybody that is going to work, go back home because today is public holiday nobody will listen to you. Why? It is because the person decree is not official.
The bible calls us kings and priests unto God. As kings we can issue out decrees, it is written that whatsoever we bind on earth shall be bound in Heaven and whatsoever we loose on earth shall be loosed in heaven.
It means that if you refuse to move here, the heavens too will stay watching because you have not given them the raw material to work with.
Time To Issue Decree.
When we issue a decree, a lot of things will change in our favour.
DECREE AGAINST THE SPIRIT OF HEROD
Mathew 2:16-18: “ Then Herod, when he saw that he was mocked of the wise men, was exceeding wrote and sent forth and slew all the children that were in Bethlehem and in all the coast thereof from two years old and under according to the time which he had diligently enquired of the wise men.(continue).
The spirit of Herod is the spirit that kills good things at an infant stage. It was one Herod that killed babies because he wanted to get at Jesus. It was another Herod who cut off the head of John the Baptist. It was another Herod again that mocked Jesus, yet it was another Herod that killed James, the brother of John in Acts 12.
The same Herod went beyond his boundary the day he tried to kill Peter. Peter became a piece of corn in the bottle that the cock could only look at but could not eat God delivered Peter from his hand.
In Acts 12:19. Says, “And when Herod had sought for him and found him not, he examined the keepers and commanded that they should be put to death.
Herod had killed a minimum of sixteen people because he was looking for one man: Peter but something happened in Acts 12:23 “Immediately the angel of the Lord smote him because he gave not God the glory and he were eaten of worms and gave up the ghost.
So the spirit of Herod is a vision killer, amputate and destroyer of potential. What is the decree, you too should issue against them? Decree that the spirit of Herod receives an angelic slap.
